Lynden Armstrong
Founder, LCA Strategies
Lynden Armstrong is the founder of LCA Strategies and brings nearly three decades of executive leadership experience to mission driven organizations. Most recently, Lynden served as the Deputy Assistant Sergeant at Arms and Chief Information Officer (CIO) for the U.S. Senate, where he led enterprise wide technology strategy, digital transformation initiatives, and cybersecurity operations. In that role, he managed a team of over 350 IT professionals supporting 100 Senators and their offices, navigating complex organizational challenges while driving innovation and operational excellence.
Throughout his career, Lynden has led large scale transformations in high stakes environments, building systems and teams that deliver results under pressure. He has deep expertise in strategic planning, operational improvement, technology leadership, and organizational change management. His approach is grounded in clarity, partnership, and a focus on what works.

He received the Congressional Management Foundation's Lifetime Achievement Award in 2023, honored for career-long leadership in government innovation, technology modernization, and public service excellence.
He holds a Master of Business Administration (MBA) from Johns Hopkins University with a focus on leadership, organizational strategy, and technology-enabled transformation. He earned his Bachelor of Science in Animal Science from New Mexico State University with a minor in Business Administration and U.S. Politics. He also completed the Senior Managers in Government certificate program at Harvard University's Executive Education, receiving advanced training in public-sector leadership, governance, and policy strategy.
