LCA Strategies was founded by Lynden Armstrong, who served as the U.S. Senate's Chief Information Officer from 2018 to 2025 — the culmination of 30 years managing technology for one of the most security-sensitive institutions in the country. In that role, he oversaw the data infrastructure that supported legislative operations, constituent services, and compliance across all 100 Senate offices.
Managing Senate data meant designing systems that handled sensitive constituent records, classified information workflows, and strict retention policies — all while serving 360+ staff and operating under continuous oversight. Armstrong also grew the Senate's cybersecurity team from 14 to 72 professionals, building the security layer that protected every database in the institution.
He holds an MBA from Johns Hopkins University focused on Organizational Development and IT Systems, and received the 2023 Congressional Management Foundation Democracy Award for his contributions to modernizing Senate technology.
